The golf ball comes to rest in front of a bunker but on the edge of the lip, not touching the bunker, but on the side closer to the hole. Is the player permitted to (partially) stand in the bunker in order to take their stance and hit the ball?

The only difference is that if a ball is in the bunker, you may not ground your club prior to the shot. If the ball is outside the bunker, you may, in fact ground your club....set up, practice swing, etc prior to address and proceeding with your shot. . Well it's a good idea NOT to stand in the bunker, but if it is the middle of one you can stand in it. Almost all of the country clubs in the world have a rake right next to it so if you stand in it be sure to rake your footsteps after. ;-)
